I agree with Paul.
The industry simply does not adequately train welders to ensure quality being built into the process. In a worse case scenario that i am unfortunately aware of (in an ASME certified facility) welders were not provided with basic tools (weld gauges, temp sticks,etc)or basic process parameters & were constantly saddled with drawing revisions, while being flogged to adhere to schedule through continuous overtime. The result was an almost 30% process re-work, poor material traceability & supply of deficient quality documents months after the job completion.
The additional production expense was simply treated like an unavoidable financial black hole.
